The first public charter school opened in 1992, only one year after the enactment of the 1991 Omnibus K-12 Education Finance Bill.

Most of the nearly 500 public schools in Alaska are operated by one of the state’s 54 school districts. Charter schools account for 32 of the state’s public schools, which operate with more autonomy than district schools. Charter schools operate under a contract with an authorizer, which is a local school board. Should a local school board deny a charter a[application, the applicant may appeal the denial to the commissioner. Should the Commissioner of Education uphold the charter application denial by the local school board, an applicant may then appeal to the State Board of Education and Early Development.
A charter school operates as a school in the local school district and has some exemptions from state statutes and local school board policies.
