Most of the nearly 1,900 public schools in Colorado are operated by one of the state’s 178 school districts. Charter schools account for 272 of the state’s public schools (~15%), which operate with more autonomy than district schools. Charter schools operate under a contract with an authorizer, either the Colorado Charter School Institute (CSI) or a school district.
Schools chartered by a district have more autonomy than other traditional district schools but are still accountable to the authorizer for performance and for renewal, and vary in what levels of support they may receive or the associated costs. Currently, only the Colorado Charter Schools Institute can authorize charter schools outside of district authorizers. This happens when either the district has lost its Exclusive Chartering Authority (ECA) or a district releases a school or application to apply to CSI.
