Most of the nearly 850 public schools in Puerto Rico are operated by the territory’s only school district. Charter schools account for four of its public schools, which operate with more autonomy than district schools. Charter schools operate under a contract with an authorizer, which is either the Puerto Rico Department of Education or a university. A charter school does not operate as its own LEA for funding purposes. No more than 10% of all public schools may be charter schools.
