Most public schools in Wyoming are operated by one of the state’s 48 school districts. Charter schools account for five of the state’s public schools. Charter schools operate under a contract with an authorizer, which is either a local school board of education or the Wyoming Charter School Authorizing Board, starting in 2024.
Charter schools receive 100% from the state average daily foundation funding, less a local school district’s administrative costs. Charter schools also receive 100% of state transportation funds, special education funds, and categorical aid generated by students enrolled in a charter school.
Charter schools are granted significant operational autonomy but must request waivers from all state and local laws, regulations, and policies from the State Board of Education. Locally-authorized charter schools are part of a local school district’s LEA, and the Department of Education acts as the LEA for state-authorized schools.
