Charter Management Organizations (CMOs) and Education Management Organizations (EMOs) play an important part in the scalability of the charter school movement by enabling the replication of models that work, creating economies of scale, encouraging collaboration between similar schools, and building support structures for schools. CMOs are nonprofit entities that manage two or more charter schools and often provide back office functions and a wider range of services including hiring, professional development, data analysis, public relations and advocacy. EMOs are for-profit entities that manage charter schools and perform similar functions as CMOs. As policymakers and the public continue to demand quality education options for our nations children, it is increasingly important to monitor the growth of CMO and EMO schools as scalable models.
