The State Board of Education’s reversal of the Palm Beach School Districts’ (District) denial of the charter school application should be affirmed. The District did not have good cause or competent substantial evidence to deny the application as not fulfilling the statutory requirements for innovation, and the District’s definition of innovation is unworkable and inconsistent with the charter statutes. The State Board of Education’s statutory interpretation is entitled to deference, and the State Board correctly determined that the District did not have good cause to deny the charter school application.
